Different story formats (Sugarcube, Harlowe etc.) of Twine are more suitable than others, depending on the story.
After you have written your game in a specific story format, it's very time-consuming to change it. It's better to set up a new version directly.
Harlowe needs ULR's to be able to play sounds or show pictures so you have to host a website where the sounds and pictures are stored.
Define as much as possible in CSS so that you only have to change information stored in one place.
Booleans are a great way to make the player think, that previous ,,unimportant" decisions did have an impact on the story.
